  • Provides technical assistance on new financing programs or proposals
  • Ensures coordination for continuing bond disclosure filings
  • Oversees an arbitrage compliance program for City bond issues

Debt Management Policy

The City’s Debt Management Policy sets forth the responsibilities and authorities of the City, the City Debt Manager, the Chief Financial Officer and the Chief Administrative Officer in managing the City’s debt program. The Debt Management Policy includes more restrictive limits on City debt issuance than required by State law. This Policy has been updated and expanded over time, most recently in January 2020.
